A University Degree vs. Vocational Training: Which one to choose?

In recent decades higher education has almost become the fashion as well as status symbol in society.

As per 2011-12 survey reports on Higher Education reports of Department Higher Education, Ministry of Human Reports Development, Government of India there few important things to note:

  1. Total enrolment in higher education has been estimated to be 28.56 million with 15.87 million boys and 12.69 million girls. Girls constitute 44.4% of the total enrolment.
  2. There are 83 Technical, 33 Agriculture, 24 Medical, 17 law and 10 Veterinary Universities
  3. College density, i.e. the number of colleges per lakh eligible population (population in the age‐group 18‐23 years) varies from 6 in Bihar to 64 in Puducherry as compared to All India average of 25
  4. Maximum numbers of Students are enrolled in B.A. programme followed by B.Com and B.Sc. programmes. Only 20 Programmes out of approximately 150 cover 83% of the total students enrolled in higher education
  5. At Undergraduate, level the highest number (34%) of students is enrolled in Arts followed by Engineering & Technology (19%), Commerce (14.5%) and Science (12%).
  6. Pupil Teacher Ratio (PTR) in Universities and Colleges is 25.6
When we read the points carefully and try to analyse the details, we find that there is huge gap in education system, We have 34% of undergraduates in Arts stream which is out of date today. BA pass is having no value in today's job interview. Now interviewer gives the advantage to candidate having professional degrees like BBA, BCA, BTech, BSc, B Pharma, BLib etc. along with some technical knowledge and experience in the domain.

Vocational Training

Here comes the confusion to a BA Pass Candidate. Should he invest on his skills though vocational courses or continue with his BA Pass Certificate and struggle further? Those who identify and recognize earlier the future of their career via vocational courses get swift move on the heights of their career. While a normal graduate keep struggling for government jobs or little paying private jobs.

The current scenario is like a boom to the vocational courses. These courses offer better jobs with good paymasters of the industry. For example an electrician who has passed out the knowledge based technical vocational course of electrician and possess a industry recognised certificate (Like from NSDC) will be given preference than a traditional electrician.

As per the choice of career, it is better to decide from University Degree and Vocational Training after matriculation. With guidance and counselling of an expert this could be done easily. This will be immense helpful to youth in making right decision for their career and future of life as well.

  1. Establish a Multi-Purpose Training Center- Instead of setting up many small and nonstandard training center it is better to set up a large center where 5-7 trade and sectors training could be organized under various schemes on same time. Ideally, when one scheme is slowed down, you can focus on another. The entire infrastructure and resource will be utilized to its full optimum.
  2. Supply Equipment Related to Skill Development-There is equipment related to training like Tablets, Biometric devices, Projectors, Desktop Computers, Networking devices, Printer and scanners, Domain Lab Equipment for retail/beauty/electrical etc which can be supplied to Training Agencies as per their requirement.

There is a huge scope of business in this field as in Placement you shall be paid by the Training Agency for whom you shall do the service and on the same time you shall get payment from an employer who shall appoint these trained candidates. You can earn in lakhs per month without any investment. Just a few phone calls and very little physical presence.
  5. Post Placement and Tracking Support- It involves 12 months of tracking of a placed candidates. There are various documents required like offer letter for each appointment, monthly salary slips, bank statement as proof of salary etc. These involve a huge cost to training and placement agencies. Those who have a well-established network in project area could earn better from this opportunity.
Apart from above, there are other opportunities like providing mobilization assistance, Screening and Selection assistance, Publicity Campaigns, Providing Tour and Travel solutions, Maintaining website and MIS and so on but it depends on the demand and supply of industry.

5 Best Tips For Placement Management in Skill Development Projects

As per the latest definition of placement mentioned in guidelines and standard operating procedures of various ministries and departments of government placement is defined as 3 month continuous placement where the documents like Appointment Letter, Salary Slip and Bank Transaction proof of Salary is mandatory to be provided as proof of placement.

We are aware that the current scenario of job industry is not so much organised that every organisation has a dedicated HR and Pay Roll Team with them. Many of the employers do not provide salary in bank account. They provide cash in hand salaries. Some of the employers even do not provide Appointment letter and salary slip. Apart from this major bulk employers do not provide salary slip with all details of ESI & PF contribution of employee and employer both.
This becomes the bone of contention for the training provide and placement officer of the Project Implementing Agencies. When the documentation is not maintained, Agencies or Training Partners could not claim their payment of placement or project target also from the government. Sometime employers provide the details on request but on multiple verification of docs they gets irritated and ignore to appoint candidate from these sources in future.
The monitoring bodies are unable to monitor the implementation and physical progress of projects in absence of proper documents. This is the most critical phase of project and process of verification of placement is hindered. Some of the companies have come up with a solution to this problem.
5 Best Tips For Placement Management in Skill Development Projects
  1. The first tip is third party pay role jobs. Recruitment Process Outsourcing (RPO) and consultants are there who provide such services to industry.
  2. Track every month candidates through these RPOs or Consultants who has appointed the candidate on its pay roll.  They appoint the candidate on their pay role and keep track of their salary slip and bank statements with them. These salary slips and bank statements are provided to Training Partners on a very nominal charge.
  3. Incentivise the RPO or consultant for better retention of candidates.
  4. Award candidates who submit their documents themselves on time
  5. Dedicate a team members who maintain the rapport with placed candidates and help when they are in need

This serves the purpose of placement verification also for the Training Agencies and Monitoring bodies both.

on the occasion of the Golden Jubilee Year celebration of Gujarat on 1st May 2010, State government announced Mission Mangalam. Gujarat Livelihood Promotion Company (GLPC) is the executive arm of Mission Mangalam, the implementation agency for NRLM.

Under SKill Development GLPC is the nodal agency for implementation of DDU-GKY Project in the State of Gujarat. The District Livelihoods Manager is the key person who is responsible for quality implementation and monitoring of schemes sponsored by State and Central Government.

We must appreciate the strong network of women self help groups called Sakhi Mandal. They have been instrumental in implementing all livelihoods program in the State. In Skill Development also they have been supporting in Mobilisation, Counselling, Tracking, Motivating for retention etc.

DDU-GKY is one of the major program which is dedicated for skill development of rural poor youths of State. As a Central Technical Support Agency (CTSA) NIRD & PR is monitoring the quality implementation of the projects.

Other Skill Development Projects like NULM, SDI, PMKVY etc are also functional in the State but they are being implemented by different nodal agencies of State.

In India, Gujarat is the State where prosperity is fullest. People are more inclined towards self employment compared to wage employment. In Rural areas where education is poor, people want to learn skills and connect it with employment. Their enthusiasm and zeal shows the passion to learn new skills.

Gujarat has given birth to many skill factory owners like Reliance, Godrej, Adani etc. Skill is natural here. Even youths of Gujarat thinks solution of problems technically and keeping all the fact of future employment generation, it is important to explore new avenues of skilling in State Gujarat. The day is not far when it will be the most technically advanced skilled State of country.

Rajasthan Skill & Development Corporation (RSLDC) Programs

Rajasthan is the first State in India to establish a Mission on Livelihoods. In order to address the challenges of unemployment and ensuring gainful and sustainable employment to the youth of the state, Hon’ble Chief Minister created Rajasthan Mission on Livelihood (RMoL) in September 2004.

The objective of creation of RMoL was to formulate appropriate and innovative strategies to promote and facilitate large scale livelihoods for the poor and vulnerable people of the state. Understanding the importance of skill development as a vehicle for enhancing employability of working population, RMoL was rechristened as Rajasthan Mission on Skill and Livelihoods in 2009-10.
RSLDC was incorporated as Section 25 Company, a Not for Profit company, on 17th August, 2010 with the Chief Secretary as the Chairman of the Company. As part of its major action, it established skill Training mechanism by involving more than 300 partner agencies to execute the training program across the State. In its journey of 7 years it has trained around 85,000 persons/youth by offering 97 courses in 34 sectors.
Schemes of Skill Development implemented under RSLDC:
  1. ELSTP- Employment Linked Skill Development Program

Distance education empire near to end, What next ?

There was a time when correspondence course education business was a boom. Training center were flooded with admissions into BCA, MCA, BA, MA, MBA and other similar traditional courses. Now with the order of supreme court to UGC and concerned universities, such study centers and training centers have become null and void.
In this high tide time as a lifeline such training centers are adopting skill development courses sponsored by government and CSR projects. As in most of the projects candidate is not charged so mobilization and counselling of candidate for the enrollment becomes easy.

The most interesting thing to know about skill development projects is there is delay in release of payment to project implementing agencies which results in delay to the payments to Training Centers. Some times the duration of this delay is 6 months to 1 years or might be even more. Those who have the back up of funds arranged become successful while many quit this business of grant based projects.

One more thing, these skill development placement linked skill development projects are like a cup of tea for your business. These do not last longer. Most of the project is designed for up to 3-5 years. Now the Infrastructure and staff could not be kept idle as the cost is involved so the Training Center owners must find a way out to generate revenue. Below mentioned are the five tips which could be helpful in profit maximization for your Training Center:

  1. Partner with reliable Project Implementing Agencies that too on clear Terms & Conditions mutually agreed in written
  2. Check the project scope in terms of target and milestones periodic for your center and analyse the gaps when your infrastructure will be kept idle.
  3. Get partnered with other agencies for similar projects keeping the buffer time in mind
  4. Get affiliated as Study Center of your State Universities for regular revenue as the projects will not provide you regular income every month every year
  5. Keep your affiliation documents ready and become the impaneled Training Center for Block or District level small projects in your expertise like Data Entry Works during census etc
You will be surprised to know that government is not capable to run this sponsored skill development projects for entire population so they shall be shifting this to paid skill development projects.

We shall discuss about it in more detail in next blog. Till that time enjoy reading and plan your strategies well.

Recognition of Prior Learning (RPL)

RPL is known by many names in different countries. It is APL (Accreditation of Prior Learning), CCC (Crediting Current Competence), or APEL (Accrediting Prior Experiential Learning) in the UK, RPL in Australia and New Zealand, and PLAR (Prior Learning Assessment and Recognition) in Canada (although different jurisdictions within Canada use RPL and RCC (Recognition of Current Competence). France has a more sophisticated system in which assessment is known as 'Bilan de competences', 'Bilan des competences approfondi', or 'Validation de Acquis des Experiences (VAE)'. Regardless of the title, all are the same and all are RPL...As per Wikipedia

Recognition of Prior Learning (RPL) is a platform to provide recognition to the informal learning or learning through work to get equal acceptance as the formal levels of education. It aims to appreciate prior learning irrespective of the medium of achieving it. In short, RPL is a process of assessment of an individual’s prior learning to give due importance to learning as an outcome rather than learning as process

To ensure that the candidates being assessed under RPL are also oriented to the standardized NSQF levels, QP-NOSs that would be followed under RPL will be same as the one followed under fresh training. Further, to ensure the acceptance of RPL in Indian market, various pilots have been conducted by different sector skill councils and NSDA and the learnings are incorporated while preparing the guidelines for RPL in the PMKVY

Under PMKVY, special focus is given to RPL by recognizing prior competencies of the assessed candidates and provides a certificate and monetary reward on successful completion of assessments. Average monetary reward under RPL would be around Rs.2,200 per candidate. Following allocation has been done under RPL in the Pradhan Mantri Kaushal Vikas Yojana (PMKVY

RPL will help in aligning the competencies of the un-recognized workers of the country with the standardized NSQF framework and provide the much needed recognition, enhancing the career/employability opportunities available to them

A target of 5.00 lakhs (It was decided that 5.00 lakh numbers should be allocated to 31 SSCs. Though the steering committee has approved 3.58 lakh numbers to be allocated to SSCs it was decided on 12th September that 5.00lakh numbers should be allocated in this phase to the SSCs) for Quarter 2 to be allocated across approved sector skill councils and Job roles

The Training Partner (TP) or any other authority as prescribed by the Steering Committee will identify and counsel candidates eligible for RPL through mobilization camps & advertisements etc. The mobilized candidates can be counselled, oriented about the standardized NSQF framework and basis their existing competency will be mapped against the suitable level of the concerned Job role for assessments

The candidates enrolled will be assessed by the Assessment Agency affiliated with the Sector Skill Council on the basis of assessment criteria decided by Sector Skill Council (SSC). The candidate will need to pass in the minimum assessment criteria of a particular QP decided by the SSC

Skill India

Percentage of workforce receiving skill training (2008)
 Source:Planning Commission Report (2008)
