The climax of each and every skill development programs is to make the society skilled. Those who get their skill developed or enhanced should be engaged in employment. It may be self-employment or wage employment. In this post, we are going to discuss how job fair is an integral part of skill development.

Trainees Get Better Job Opportunities in Job Fair

When we talk about wage employment then Job Fairs and Rojgar Melas become more relevant. In a Job Fair, at an average 20-25 employer participates and candidates turn up happens around 5000-10000 which depends upon locality. This provides an opportunity to converge the employee and employ at one platform.

As the employers select the candidate from direct interaction so the cost involved in the recruitment process is reduced up to the minimum. How to Setup a Skill Development Center (SDC) in BSDM

What is Skill Development Center?

Skill Development Centers (SDC)s are Skill Development Centers for the Kushal Yuva Program who have requisite infrastructure and shall empanel with BSDM to offer eLearning to the youth under KYP for the above courses, train and certify them. 

Center Setup requirement for Skill Development Centers (SDCs) for Kushal Yuva Program

IT Infrastructure

  1. Server (As per std. configuration)
  2. Clients (As per std. configuration) (Preferably Laptop)
  3. Biometric Device
  4. Web Camera for each machine
  5. Headphone for each machine
  6. Internet Connection (Broadband at least 256 kbps)
  7. CCTV (Optional)
  8. Printer
  9. Scanner
  10. Projector/ LCD display
  11. Speakers
  12. Licensed software on each machine
  13. Mouse, Mouse pad

Other Infrastructure


  1. Counseling Area / Reception Area / Office space
  2. Lecture Room / Classroom
  3. Computer Laboratory
  4. Drinking Water facility
  5. Clean Washroom
  6. Power Backup for all machines
  7. UPS for Server
  8. Comfortable seating arrangement

Human Resource
The following 4 roles have been identified for the SDC. The SDC needs to have at least 2 personnel i.e. Centre coordinator and certified faculty. All the 4 roles can be performed by the 2 mandatory personnel if required.

  4. Counselor (Should be able to speak in Hindi & English)

What is Bihar Skill Development Mission (BSDM)?

Bihar Skill Development Mission (BSDM) has been constituted by The Government of Bihar to empower the youth by providing them with requisite skills to fuel the growth of the State of Bihar. Increasing the capacity & capability of the system to deliver quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit with a view to meet the burgeoning market demand for skilled manpower

Bihar Skill Development Mission (BSDM) was constituted in the year 2010 with the vision to increase the capacity & capability of the system to deliver quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit with a view to meet the growing demand for skilled manpower.

The primary roles of BSDM are:

  • To establish a wide network of training centers for the youth
  • To provide employment opportunities to the youth

What are the schemes being implemented under BSDM?

  • Kushal Yuva Program
  • Recruit- Train- -Deploy-RTD scheme

What is Kushal Yuva Program?

The Bihar Skill Development Mission (BSDM) has launched a unique skill training program by the name of "Kushal Yuva Program" which would enhance the Soft Skills of the youth of 15-25 age group who have passed class 10th. Soft Skills training would comprise of Life skills, Communications Skills (English & Hindi) and Basic computer literacy which in turn would enhance their employability and act as a value add to the various domain specific training endeavors currently being implemented in Bihar.

The strategy of KYP:
The strategy is to address the following four major challenges in the skill development ecosystem:
  • Capacity: Increase in training capacity
  1. Minimum one Skill development center (SDC) in each of the 534 blocks for imparting training in soft skills.
  2. A strong pool of certified trainers will be developed through a mandatory Training of Trainers program.
  • Access: Increase in access
    • SDC at each Block would mean getting training center to the doorstep of the youth.
    • Statewide social mobilization campaign would help increase the awareness which in turn will result in higher access/participation
    • District Registration cum Counselling Centres at the district level will provide the requisite guidance to the youth to access the benefits of such a program
  • Relevance: High relevance
    • Package of Life skills, Communications Skills (English & Hindi) and Basic computer literacy will increase the employability of youth
    • It will help in smooth shift from homes to places with high employment potential
    • Increase retention at workplace
  • Perception: The following would improve the perception
    • Qualified, experienced and certified trainers
    • Use of high-quality content and E-Learning mode

    Pradhan Mantri Kaushal Kendra (PMKK)

    What is Pradhan Mantri Kaushal Kendra (PMKK)?

    In 2014, Central Government formed Ministry of Skill Development & Entrepreneurship (MSDE) to converge multiple efforts in the skills space. The National Policy for Skill Development and Entrepreneurship, 2015 has the primary objective to meet the challenge of skill development at scale with speed, standard (quality) and sustainability. In the similar context, MSDE intends to establish visible and aspirational training centers in every district of the country. These training centers shall be called Pradhan Mantri Kaushal Kendra.

    What are the infrastructure norms for PMKK Centres? 

    1. Area of training center should be minimum 3000 sq ft
    2. Minimum 2 classrooms and one computer lab of 30 computers 
    3. Domain lab as per job role of SSC
    4. Per candidate 10 sq ft space is required in classroom and lab areas
    5. Counselling area of 75 sq ft
    6. Reception area of 200 sq ft
    7. Parking Area, common area, and canteen is desired 
    8. Power backup, first aid kit, fire extinguisher is required
    9. CCTV, Biometric device, Projector is required
    10. Internet connection at center is mandatory

    What is the Selection Process and Implementation Mechanism for PMKK ?

    Selection Process 

    Selection of training agencies for setting up PMKKs shall be done via a five stage process. The process mentioned below shall be followed for proposal evaluation:
    1. Desk Evaluation
    2. Due-diligence
    3. Evaluation of the Proposal by Sub- evaluation committee
    4. Approval of proposal by Steering Committee
    5. Agreement between TA and NSDC

    Implementation Mechanism

    To strengthen and standardize the quality of infrastructure, PMKK(s) shall adopt a two-stage process center set up process
    1. Center Creation Sign Off Process

    National Digital Literacy Mission (NDLM)

    What is National Digital Literacy Mission (NDLM)?


    The Digital Saksharata Abhiyan (DISHA) or National Digital Literacy Mission (NDLM) is a flagship scheme of Government of India. The Scheme is formulated to impart IT training to 52.5 lakh persons, including Anganwadi and ASHA workers and authorized ration dealers in all States and Union Territories across the country.

    What is the vision of this scheme?


    The NDLM scheme is envisaged to train the non-IT literate citizens to become IT literate so that they could effectively participate in the democratic and development process and also enhance their livelihood.

    What are the benefits of training under NDLM?


    1. The trainee will become IT literate person
    2. Communication through email, the internet, SMS, and other electronic ways will be easy for him
    3. He will become Mobile, Tablet or Computer friendly
    4. Payment/Transaction of Money could be done easily after this training
    5. Digital India mission of government will become successful from this contribution

    Who is eligible to get the training under NDLM?


    • Any person who is non-IT literate or Literate
    • Age Group-14 to 60 Years

    How long is the training duration?



    Total Training Hours is 20 Hrs which has to be completed in minimum 10 days or maximum 30 days

    Is there any fee for the training?

    It is free for SC/ST/BPL households but Rs. 125/- is payable by General Category trainees

    Where can we get the training under NDLM?

    Anyone who is interested in the training could go to the nearest Common Service Center (CSC)/Training Center and get himself/herself enrolled into it. 

    Further, NDLM 2.0 by the name PMRLDC with a budget of Rs. 2351.38 Crore, approved by Union Cabinet.
